1 RULES
1.1
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005 - 2008.
1.2
No national authority prescriptions will apply.

LANGUAGE
2.1
The official language for this regatta will be English.
3
ADVERTISING
3.1
The regatta is designated Category C in accordance with ISAF Regulation 20.
4
CHANGES TO CLASS RULES
4.1
Rule 7(a) of ILCA By-Law 1 is deleted and replaced by:
The Laser shall be raced by one person onboard. The crew shall not change during the regatta.
5
ELIGIBILITY AND ENTRY
5.1
The regatta is open to all boats of the Laser and Laser Radial classes that comply with the class rules. All competitors must be able to show proof that they are financial members of ILCA and a yacht or
sailing club affiliated with a National Authority.
5.2
Determination of category for Masters shall be the age attained on 9 June, 2006 as per ILCA By-Law 5.
5.3
Laser Standard Rig Youth and Laser Radial Rig Youth shall be under 19 years of age on 31 December, 2006 as per ILCA Youth Age Policy.
5.4
Laser Radial Rig Sub-Junior shall be under 17 years of age on 31 December, 2006 as per ILCA Youth Age Policy.
5.5
Proof of age may be required for entrants in any of the age related categories as per 5.2 to 5.4.
5.6
Eligible boats may enter by completing the attached entry form and sending it, together with the required fee, to the Organising Authority by 22 May 2006.
5.7
Entries may be accepted after the closing date at the discretion of the Organising Authority and may be subjected to an additional late entry fee.
5.8
Crew substitution of the registered sailor is not permitted.

CATEGORIES
6.1
Laser Standard Rig: Youth, Open, Apprentice Masters, Masters and Grand Masters.
6.2
Laser Radial Rig: Sub-Junior, Youth, Youth Women, Open, Women, Apprentice Masters, Masters, Grand Masters and Great Grand Masters.
6.3
The minimum number of entries for each category shall be 5. If the entries are less than the minimum for any of the Masters categories, then, that category shall be scored with the next lower age category.
7
FEES
7.1
The entry fee is S$100 (inclusive of tax) and not refundable.
7.2
The additional late entry fee is S$50 (inclusive of tax) and not refundable.
8
SCHEDULE OF EVENTS
8.1
Friday, 9 June
0900 HOURS to 1200 HOURS – Registration
0900 HOURS to 1700 HOURS - Measurement
1215 HOURS – Skipper’s briefing
1430 HOURS – First warning signal, practice race
Saturday, 10 June to Wednesday, 14 June
1100 HOURS – First warning signal, races to follow
Prize giving to follow as soon as possible after the last race.
8.2
No race shall start after 1600 HOURS on the last day of the regatta.
8.3
Eleven (11) races are scheduled to be completed.
9
MEASUREMENT
9.1
All competitors shall present their boats for scrutiny by the Regatta Measurer. Measurements shall take place at the boat park between 0900 HOURS and 1700 HOURS on Friday, 9 June 2006. Boats shall be presented fully rigged with all control lines in position.
9.2
Wet clothing, measurement and equipment checks may be made throughout the regatta at the
discretion of the Class Representative, Race Committee or the International Jury.
10
BOATS AND EQUIPMENT
10.1
All competitors shall use only one hull, sail, mast, boom, centreboard and rudder which shall be identified during measurement.
10.2
In the event of damage, boats and equipment may only be substituted with the written permission of
the Regatta Measurer, Race Committee, or International Jury.
10.3
The boats of all female competitors shall display a red diamond on the sail in accordance with ILCA Women’s policy.

SAILING INSTRUCTIONS
11.1
The sailing instructions will be available on completion of registration at The National Sailing Centre. It will also be available on the official regatta website after 5 June, 2006.
12
VENUE
12.1
The Race Office is situated at The National Sailing Centre, 1500 East Coast Parkway, Singapore 468963 and will be open from 0830 HOURS daily during the regatta.
12.2
The racing area will be off The National Sailing Centre in the approximate vicinity of 10 17’ 00’’ N and 103 0 58’ 00’’ E.

COURSES TO BE SAILED
13.1
The courses will be Trapezoid or Windward Leeward. The race committee will select courses based
on conditions.
14
PENALTY SYSTEM
14.1
Appendix P will apply with the following change:
On the first protest, if protested after she has finished, she will be given a scoring penalty of 8 points, without a hearing. If her score results in a score worse than DSQ, the penalty will be corresponding to DSQ.
14.2
Action taken by the International Jury under Appendix P will not be grounds for redress by a competitor.

SCORING
15.1
The Low Point Scoring System, Appendix A2, will be used except as modified as follows:
Five (5) races will be required to be completed to constitute a championship.
When 5 races have been completed, a boat’s series score will be the total of her race scores.
When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
When 10 or more races have been completed, a boat’s series score will be the total of her race
scores excluding her two worst scores.
The Laser Standard Rigs will race and be scored as one fleet. The relative placing in the total fleet will determine the placing in the individual fleet.
The Laser Radial Rigs will race and be scored as one fleet. The relative placing in the total fleet will determine the placing in the individual fleet.
The results of the Women Radial Rig category shall be determined by removing all non-female competitors’ scores from each race result.

INTERNATIONAL JURY
16.1
An international jury will be appointed in accordance with rule Appendix N and perform the duties listed in rule N2.
17
TEAM SUPPORT BOATS
17.1
Team support boats will be allowed. All such boats shall display the country code of the boats they are supporting.
18
RADIO COMMUNICATION
18.1
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
19
PRIZES
19.1
Prizes will be awarded in accordance with ILCA By-Law 5.
20
DISCLAIMER OF LIABILITY
20.1
Competitors participate in the regatta entirely at their own risk, see rule 4, Decision to Race. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
21
INSURANCE
21.1
A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he
or she is sailing and for his or her personal accident and health insurance.
22
CHARTER BOATS
22.1
A limited number of new charter boats will be available for non-Singapore resident entrants.
The charter details are set out in the Charter Boat Application Form.
22.2
A limited number of used charter boats may be available at a later date. Details will be posted on the official regatta website.
23
ACCOMODATION
23.1
Ample and varied accommodation is available in the area. Details will be posted on the official regatta website.
